First of all, the FCRA 1997 reform has nothing to do with the SOL in your state. They are two different things. So if you check the SOL and it is up, then it is up. Forget the FCRA if that is your problem.

Valdation letter is not usually for debts that are past the SOL, alothough in some cases it might be used. Generally, you use the C&D leeter for debts that are past the SOL.

Validation letters are used on debts that are still within the SOL, and where a collection agency is calling, writing, threatening, etc, in order to make them stop, and to get the collection agency entry off your credit report.
