It doesn't matter. When you open the account, it is the property of Fleet and they can do with wht they please. Even when it'd chargedoff they can sell it to a collection agency. As to the interest rate. Read your cardholder agreement. When you default, Fleet {and every other cc company} assigns you a "default interest rate". Dispute anything you like but, this argument just has no traction.
