I have a USAA account and 2 listings on chex. I recieved my mastercard debit card in less than a week after calling and setting up my account. customer service has also been excellent so far. (btw, i used a prepaid visa i purchased at rite-aid to make my initial deposit) You just have to call the 800 number to set up an account. The banking is available to everyone. Many of their other services are only for the military. You may also want to try Fort Sill National Bank. (same idea with military). If you go the their website (www.fsnb.com) you can request an application package be mailed to you!
