CCC is great for the cc companies, multinational banks and other dues paying members of the "buy influence through lobbying and campaign contribution club".They are the ones who sponsor ccc.
As to your SOL question. If you are in a State that allows re-aging without a signed contract, or if you have signed a contract with ccc (or any other debt "repair" service) that has the effect of bringing you "up to date" Then you are S__t Out of Luck on your SOL.
