Complaint to AG consumer affairs or lawsuit?

Can You please tell me what the difference is between filing a suit against a CA and filing a complaint witht the AG. Would you go through the AG's office to file a suit? I understand that for each violation the CA may be fined a 1000 and the consumer gets the money. If in fact the CA made violations verified through your complaint do you get the money they paid for the fine or does a suit have to occur? I'm confused on this matter. Please help.
