Send out what is called the 15 day estoppel letter and make sure you include a cease and desist demand in it to cease all communications in case you did not have it in your validation request. If you did have it in your validation request by sending you that collection letter( a dunning letter) they have racked up another violation. If they did not mark as disputed on your credit reports that would be another violation. You are lucky because this CA is known for being a putz and breaking rules. I hope you sent out everything certified so they have to sign for it else you will be screwed.
