The attorneys doing that should be disbarred, IMO. Technically, filing a suit when it is known to be past the statute of limitations can result in disciplinary actions being taken against the lawyer. It can also be the basis for a civil suit for filing a frivilous claim. And generally, the laws of service require the attorney take "reasonable" steps to locate and serve the defendant. In my opinion, doing nothing more than mailing a few letters to a ten year old address is not "reasonable." F***ing scum poor lawyer, esq.
