Most of them probably don't have the money in their account to give you a check. And if they owe you hundreds and only have $50 in the bank, they aren't going to give out their info, for fear you will take what they have in there.

From my own experience, when people drowning in debt, they can't deal with it. Many of the people you call have had some difficulty and their interest rate was jacked up, credit line was lowered, then they started getting late and over limit fees, and they know they can't pay it anymore. You can't take anything. The repo man can get their car, the mortgage company can foreclose, the power co can shut it off, the phone company can turn off service. You can't take anything. Who would you pay??

Lots of them don't care if their answer is coherent, of course they will promise to send it, or say they sent it, they just want off the phone.
