I think I would sue them. They can't verify to CRA when they have received a validation request and not answered, whether they place the entry in dispute or not.

Otherwise you are at their mercy. They just stonewall you forever, and their entry gets to stay on your report. Sometimes the only thing they understand is the summons. Even then some of them keep stonewalling. If they can't prove it they have to remove it.
