collection agency harrassment of third party

A collection agency calling for my room mate, got my grandchild on the phone and threatened to call the police. The child was very frightened. I received no satisfaction when I called World Financial, the agency in question, and would like to know if there is some agency I can go to to make a complaint. Thank you for any info you may be able to give me.
