Cancelling a credit card?

I have had this credit card for a number of years. The interest rate is enormous. I get charged every year for protection plan. $39. I just received a bill for the protection plan. I want to cancel this card without having to pay the $39. How do I go about doing this. I have heard that you can cut up the card and statement and send it back to them? Is this true? Thanks!
