Step One - I would call and ask amex to lower your rate (you could mention cancelling the card....). Step Two - call Citibank and tell them your situation (only 2 thousand dollars short on their card....) they may increase your limit to get your transferred balance. Step Three - after transferring, seriously consider using the amex for emergencies only. Once you start transferring balances, other credit card applications will appear in the mail and you can transfer your balances when the expiration date on the low rate nears.
