Is this a bad idea or a smart move?

I have paid the majority of my debt with settlements a few yrs back, unfortunatley the credit industry and others don't look at trying to pay bills and re-establish "GOOD" credit the same way they do as BK (they rather give credit to the person with the BK-who isn't paying anything- before the person trying to actually pay off there debt- sorry just venting) Anyways, is it a good idea to start trying to re-establish your credit w/ a secured cc while still trying to pay the last 2 bad debts off or, will this show that I have changed my credit ways by having a good standing acct? Any suggestions on the right thing to do would be great! Thanks Again,
