tex to nc/what chat whats your advice

I lived in Texas and then Moved to North Carolina. I had a good visa account when i moved and then after moving it all started downhill. I actually went through a consumer debt help place who was going to work with me and visa, visa refused to budge at all on the interest, payment or late fees so we dropped it. i made my last payment to visa going on 2 years ago, sorry i thought it was 3, wish it was. visa shows a charge off and a balance on my credit report. I would never again have a credit card!!!!!!!
I moved to NC to have my child close to the Raleigh NC hospitals and the 1st year I lived off the credit card in desperation. My credit is ruined but my child is better so I don't care so much about the suing but it would put a financial strain on me and my child once again. ps. child is 18 now and full-time college student.
I don't know If I should go by the TX or the NC laws concerning visa.
I was hoping visa would give up and let me do my 7 years.
