Theres a lot that could be talked about regarding this. But apparently Georgia has some messed up laws concerning bad checks (I checked their statutes). And unless you want to literally make a FEDERAL CASE out of it, you should go ahead and pay the $100 in whatever way they ask for it. (you'll spend more just in filing a case in federal court than you would paying the $100)

Any other state, and the result would be a whole lot different.
