As Lucy said, know what your SOL is and be certain it has expired before you send a Cease and Desist. Simply because if you send a C&D now and it hasn't run then you can bet your bottom dollar on a law suit. They'll have few means of communication and I'd hate to see the next communication be a law suit. If you are certain the SOL has expired, send them in a C&D stating it's beyound SOL.

Be SURE you keep the letter sent to you by this new collection agency..you may need it later.
