Calif & IRS Tax Liens

My friend's residuals from being a film director are almost 100% garnished by the IRS. Plus they want him to pay an additional $350 per month.

Plus Calif. wants $1050 per month in an installment agreement which he cannot pay or agree to if he is not working. He has not really worked.

His only income is $1800 from an annuity and $300 from his union per month. He is classified as retired. He is 64. He pretty much has not worked in the last 10 years. The $22,000 IRS debt is from 1992 & 1993. Of the $37,000 Calif. tax debt $17000 is from 1998, the rest from '92 & '93. The 1998 tax return was just filed one year ago.

He also has $12,000 of cc debt. Cards shut off in 1993. Has been trying to make payments. Calif. periodically drains his meager bank account. He only has about $10,000 left in an IRA - has been living from it. Has been trying to get work.

What do you think his best options are?
