Finance charges

Is there anything you can do about being charged custom cash finance charges in addtion to cash advance finance charges. These charges are the same amount. I haven't used this account in over two years. Although I know I signed an agreement when I took the card, these charges are hiway robbery. I have tried negotating with the cc company after making 6 payments on time (they say they review and possibly lower your interest rate after 6 payments); however I was turned down. Isn't there something I can do?
