Is this CA pulling my arm?

I have a CA trying to collect on a $600 debt from a local utility company. The debt is about a year old. The debt is valid, however, I have record of it only being around $475. I tryed to settle, but she said that "they are not allowed to take settlements when it is for utilities". Is this true or are they just trying to get me to pay the full amount?
