It would be wise to do all correspondence with PHEAA & OSI via certified mail, return receipt - for example writing in your letter what they stated to you, dates, etc. Threaten to report them to the Federal Inspector General of the Department of Education. These agencies generally get things straightened out then - they don't like the FEDS coming in a initiating months of investigation through their files because they know they would be found in violation.
