I work for a retail establishment who collects the same info(name, phone etc) when mailing gift certificates. We do not keep any information after the item is mailed. We use electronic gift certificates. We only have a two week window in which we (at the store) can attempt to track it down. Without transaction information it is almost impossible to find the gift certificate. Your best bet is to have your friend call RH's home office and explain to them the situation. Put some push into it! In our company the store manager has the right to reissue, if it doesn't happen, customers keep climbing until they are satisfied.
The electronic gift cards are the worst!! The only way to track them is with the card # itself, and we call American Express to check the history of that number.
I know it doesn't help much, but remember even if RH doesn't like it, retail is STILL suppose to back the policy of the customer is always right.
