"CAMCO is eligible for tax credits through the Economic Development for a Growing Economy (EDGE) program, and for worker training grants through the Industrial Training Program (ITP). The Illinois Department of Commerce and Community Affairs (DCCA) administers both programs." This means the hourly wages of their employees are subsidized while they are being trained, and GRANT MONEY from the ITP. In other words, the Illinois Department of Commerce and Community Affairs is administering a training program designed to create an impoverished class where none existed before (they had bootstrapped themselves out of that class with no help, necessarily, from anyone), by stripping them of assets in a manner clearly proscribed by law, in order to line the pockets of a new wave of executive thieves, scoundrels, and smooth, professional liars. Or do the execs who see the purchase and collection of debt that can not be collected via litigation and litigate anyway with impunity get to invest the earnings of the subsidized hourly workers, too? Fascinating. Great timing, too. Nobody in Washington will give a hoot. Too much going on elsewhere, fighting a war on terrorism.
