For the same reason a child will respect a parent who carries through on threatened punishment, and will ignore the empty threats of a doting inconsistant parent. When the PENALTY for infractions of State laws become real, when people stop using the piddling penalties of the FTC violations in FCRA & FDCPA, and start using their State's Fraud statutes, Extortion statutes, electronic acts, senior protection laws and any other appropriate CRIMINAL laws to bring charges against the cheats and liars and scam artists, THEN they will be MORE afraid of State laws than they are now.
