Why Chat letter when CA sends computer print out for validation

I requested validation from a collection agency in california, i live in florida, they state I owe 1,600.00 for a pacific bell phone bill. I have never had service in California nor have I ever lived in california, they sent me back a computer print out of a phone bill I have absolutely no idea what this is. the letter they sent along with the supposed validation does not have the mini miranda, nor does it state this is from a debt collector, nothing indicating the information is from a debt collector. just stating i need to pay the bill. so my question is, do you have a letter to send for something like this?
