Need advice

I have some old credit card debts from 1997. Three of the five have been charged off. I realize the charge off's will stay on my credit report for 7 years, but what about the other debts? I can't pay them because they are very high amounts. The statute of limitations (Texas) has already passed, so I'm not worried about being sued, but how long will they be on my report? I was told the Fair Credit Reporting Act did not take affect until 1998, but my debts began in 1997. Is this true? Any advice will be appreciated.
