What State are you in?
Who placed the lien? If it was the SBA then the fact they "wrote it off" just means they considered it uncollectible,it is in the same catogory as a charged of cc debt, a judgment, if it was propely served on your father is going to have to be paid off or negotiated. Get a lawyer.
