CA collecting on SOL debt

I have a collection agency who is trying to collection on a debt that is 2 years past the SOL. I know in some states it is illegal to try and collect on a SOL debt(like wisconsin) but would anyone know all of the states or a website that tells it. Also, I sent a cease and desist letter but they continue to send me 'settlement offers' in the mail and the FDCPA is not clear if they can. Is that illegal. thanks
