Sorry, "observer" you missed the whole point.
If someone negotiates a settlement, and receives a 1099 from the creditor for the unpaid balance,there is NO balance to be "sold" to a ca. That is the WHOLE purpose of the 1099- to eliminate any balance due floating around.
