Legit complaint to file with the state about a CA?

I have had a problem that lasted two years over a medical bill. Incurred hosp & doc bills Jan 2000 wasn't covered but thought I was. Coverage actually started Feb 2000. Gave my insurance card, did everything I was suppose to do. Heard about it again in may2000 for both months when hosp called, again informed them of having been insured and gave card #. Thought it was taken care of. At the end of that summer a CA called, once again informed them that I was insured gave them the info and even offered to take care of it. She assured me that it would be taken care of. Well it wasn't. the following Feb I started following up more dilingently, made calls to the hosp billing and thats when I found out insurance paid for Feb and I was covered in Jan. They also told me that everything else had to be taken care of by the CA NCO Finan. After going back and forth with the CA telling me that I owed on the amounts for service of 1/2000 and 3 dates of service in 2/2000, and the hosp telling me that they sent verification to the CA of the paid amounts I became very frustrated even getting upset to the point of crying because I felt like I had done everything I could do. I offered to file the insurance my self at one point before it was even done by the hosp. The boiling point!!! Last year around Sept I started to get the calls again. With having been reassured by a person at hosp billing that items were filed I told the CA that I verified through the hosp that insurance was paid and that during that course I did owe a portion of the bill dated for Jan 25,2000. At that time we were trying to take out a loan through our CU and stated to her that I needed to know the amount owed for Jan (the CU was cutting the check). She couldn't give me the amount because the hosp sent over one amount that had all the service dates atteched. I stated to her that "I'm not paying for something that's already been paid for". Her response was that this is what they have and their client has not given them anything to show any different. Also " We're not going to call our client and bother them just because you say so". I had several conversations with the same person and the same conversation stating that insurance was paid, etc. I was getting off of the phone with her each time on the note that I was going to call the hosp (she also stated she can't tell me to call NCOs client and bother them). I finally told her to stop calling, in which no one called after that last call. The next I heard about this was when I got served in May. Went to court and disagreed with the suit. I also had another account listed in the suit but had gone to that creditor the day before and paid them in full, no questions asked. The original suit had all the accounts from said hosp plus the one I paid on the day before. After I was served I immediately called the hosp demanded to talk to the head of the head of the dept. Got it straightened out on dates with insurance and he made the call. Trial date was set. The attorney sent updated papers with the new correct balance to me, these they were going to use at the trial. I was so upset, I talked to himand told him what had transpired and he asked if I wanted to come to an agreement before going to trial. of course I jumped at that seeing that I was wanting to pay the amount in the first place. I told him though that I was disputing the court costs and attorney fees. Basically he told me that that would not happen.
I know this was long sorry about that. I had called consumer affairs here in Hawaii and they are sending me papers to file a complaint and said they would review to see if the CA violated any liscensing laws and go from there. Can any one helpme as to what if any laws this CA has violated? I did find out that a call from the hosp to the CA happened in 7/01 to tell them all of FEb2000 bills were paid. The Ca obviously didn't update my file. If it was I don't feel that it would have gone this far. All bills would have been paid, had loan approved just needed to get amounts in writting to give credit union. I dont't have a paper trail, wish I had found this board back then. I know I read somewhere about extortion? They had to have had the updates somewhere it in their files but still tried to collect on this debt. I guess my file wasn't updated? or does that even matter? Please any advice. I sufferred a great deal of stress for two years over this.
Forgot to add, attorney said I would only have to pay the original debt(he'd take interest off ) and would only charge $300 legal fees and the $155 court fees. agreed and I am suppose to make my first pymt on the 10th. Can I still file a complaint and possibly sue?
