I am truly sorry about your problems. It is bad enough to have health problems, but to have the stress of billing mix-ups and collection agency nastiness on top of that makes everything worse.

Unfortunately, as far as I can tell from your post. NCO purchased your account before the billing mix-up was staightened out. So they could not be held responsible for the hospital not notifying them. In addition, even if there were violations, you have no records in writing of anything that was said, agreed to or done improperly. It is hard enough to catch the illegal actions of CA's when one HAS a "paper trail". However, I do think Hawaii has an excellent consumer protection department in their AG's office, you could certainly go on line and see what resources are available to you.
