The FTC, and your state attorney general. Check to see if your state has laws pertaining to out of state collectors (CAMCO the CA is located in Sycamore, IL) to shore up your complaint.

I don't suppose it would hurt to file a complaint with the IL AG. Because of the call to your neighbor, you -- and your neighbor -- have an excellent case for complaint with them. And also with the BBB, for the same reason. Their sheet on CAMCO says they don't have any unusual patterns of doing business -- but how "usual" is it to call a neighbor looking for someone who isn't home? NOT very.

Document every call and have your neighbor do the same. Time. Date. Content. If you have the equipment to record, duly inform them you will be recording your conversations whenever they call.

WhyChat can best advise what written correspondence to send their way. If he advises a validation letter as well as a Cease & Desist, I would mail them separately, because otherwise the signature on the C&D might be construed to be part and parcel of a truly killer demand for validation that is on his site.

Your neighbor, on the other hand, should mail a C&D stating that they are attempting to reach someone who does not reside in the household; that there is no reason to expect to find the person in the neighbor's household; that further contact, by person, in the mail, or in the person of any employee or agent of the company will be cause for litigation. FILE NUMBERS for complaint to AG, the FTC, and the BBB if available should be referenced. If calls to your neighbor persist, document, and get a phone company investigation started. SOMEONE gave them that 877 number they use, and your local phone company can very possibly put that company on notice that they are using their service for harrassment, plain and simple in the case of your neighbor.

If CAMCO threatens to sue or persists in calling your neighbor -- post again addressed to me. I know a few lawyers who are interested in these jerks since I first began consulting legal eagles.
