Fair Debt collection act question

Ok,
So I have seen many places that say the Fair Debt Collection Act does not cover the original creditor as a debt collector. I have a hard copy printed out of this and I don't see any where that it says that. However section 805 subsection 6-a seems that it could be read that way. Is this what everyone is refering to? Is there somewhere else that I may have missed. Please provide section and subsections. Thank you.
