Ok, I just went to the ftc.gov site and read the defenitions of defenitions. It is true, that the FDCPA does not cover creditors collecting inhouse. How ever the FTC states in their discussion section that in 2001 there was over 11,000 complaints against inhouse collections departments using no holds bard tactics. They stated that the FTC will follow through on investigations into the matter some how using portions of the FDCPA. They have already filed charges against two companies using these tactics.
