Validation ltr: Sign or not sign?

Hi,
I posted a message regarding Worldcom a few days ago and I'm done preparing validation letter. I think I saw a message that said something like I shouldn't sign the letter. Is this true? If yes, why? What else should I do? Should I mail this with certified mail and return receipt? (it's going to a PO Box address)
