The manager can decline any original offer...remember you are liable for the full balance and now you are able to get a discount out of what you charged?? Your balance got that high because you failed to pay that is why your interest went up, and then you hurt yourself by not paying because of your stupidity...take the settlement and stop complaining..I would ask 100% from you, no less..
