7 years After a judgement

I have two civil claim judgements that were on my credit report. They are suposed to be removed on 2/02 and 3/02. judgement dates are 2/95 and 3/95. I believe the CRA wont put this back on my report. Do i still owe this money? The collection agency after many years has sent me a letter wanting to reduce the amount by half if i pay it off.
q1) Do i owe this money still?
q2) can the collection agency still collect the money?
q3) is a judgement renewable in New York?
q5) what about a freeze on my checking account?
