refusal to repossess

My husband co-signed a car for my daughter (he is not her father) before we got married in 1997 in Iowa. We moved to Missouri in 1998, and she made 9 late payments out of 11, so we took the car from her and made payments on it for the next 2 years, always on time until February of 2000. I had a stroke in January of 2000 and a heart attack in February, and was unable to work for a time. We contacted the bank, and they refused to repossess. They agreed to let the daughter take payments back over. The payments have not been made for over a year now, and they still refused to repossess. She wrecked the car, and the insurance company sent her a letter of cancellation a week later and refused to pay for the car. What recourse do we have? NCO Financial Services continues to call our home. They have threatened ME with garnishment, and my name is nowhere on this paperwork! (this was done before we got married, remember).. What can we do about this, if anything?
