Yep, you still have to qualify for it, it's not automatic.

And removing the negs leaving it "closed by credit grantor" is not all that bad.

I imagine that later, once everythign else is straightened out, Scott would be able to get a card. I just don't see how you can complain, that's all pretty fair in my book. And it definitely beats most of the alternatives.
