First of all, they are probably LYING THRU THEIR TEETH about bouncing a check 'across state lines' .. what a load of crap ! While Wisconsin may have some strict laws about what is considered a 'bad check' and penalties for bouncing one should the banks pursue it, a felony charge probably isn't likely. As usual, they're trying to scare.

Second, negotiating a settlement on the phone is only asking for more trouble. The will NOT honor ANY verbal agreement, he absolutely MUST get the agreement IN WRITING, with a signature or they will 'forget' about any agreement !! If he wants to settle, and he wants to be sure it sticks, he MUST write up a settlement offer and mail it, certified rrr and keep all reciepts.

Depending on how old this debt is, and how many times its been around the CA's, he could probably settle for pennies on the dollar. I'd start by offering them 25%, or maybe 10% and go from there, but do it ALL in WRITING, otherwise he's screwed.
