Usually, unless you are doing it through an agent, it requires not only a signed release, but proof of your reason for cancelling, a bill of sale on a vehicle that is sold, a dec page on a replacement policy, even if you are putting your car in storage and leaving the Country, it requires more than a fax or a phone call.
