To whom do I report problems with a hospital billing dept?

For some reason the FDIC doesn't seem quite right. Should I complain to the organization that gives them their accredition? I have had ongoing problems with this hospital's billing dept. The latest is that I received a letter from them saying that I had 10 days to respond to them about setting up a payment plan. It was postmarked NINE days after the date of the letter making it impossible to respond within the TEN days. The ultimate irony is that I have been making payments but they changed the statement date by moving it up six days and making my payment look late even though I had been paying at the same time I always do which happens to be a few days before the cut off. I am so fed up with this outfit. I have a special needs child and deal with four other hospitals on a regular basis with no problem. I wouldn't deal with this one if it weren't two hours closer than the others. Also, should I enlighten them of the situation and ask for a response and let them know I am reporting them?
