Sending to insurance companies makes some sense, but what about sending it to anybody the company sees fit?

I could see a situation where the employer provides all background information to the client as the standard resume package. If the client is not responsible and this information is not kept safe who is then liable? Doesnt an employee have the right to protect such sensitive data from being released so freely?
