They can't validate over the phone. The law specifically states they must provide DOCUMENTATION.. a phone conversation is hardly documentation.

Almost sounds to me like they may be trying to weasel out of the validation, especially if they postponed the court date in order to provide the requested validation. By trying to scare you with her 'we'll move forward' comment, they were probably hoping you'd BE cowed and fork over the money now.
