paying tax on repo car

My daughter, eighteen, young and gullible, was taken for a bigtime ride by a used car dealer almost four years ago. Old car, 149,000 miles, $3500, I think 25% interest. After barely running, it died a few months later. She stopped paying on it, and they repossessed, although I don't think they ever went to get it. She does not know what happened to it. She now owes the sales tax on it, and has received notice from the state that they have an amnesty program in that if she pays the $230 by October 31st, then they will waive the $100 fine. She doesn't have the money, and we really don't have it to spare either. She is going through an extremely difficult personal problem at this time as well. Is there any way that an SOL would apply here? Or do government things stay with us forever?
