Dispute each date, one at a time. Really. Say "I did not have a chargeoff with HH Bank on 2/99-6/99. Please delete." Keep it very simple, very specific, only one date at a time, and start with the most recent date. Send a letter, or if you do it online, print out each page, or save to disk.

This will force the CRA to verify each date. If you do more than one, it will give them a way to mess with you - like ignore one, or take extra time. It will take while, but it should work, and they can't say it's frivolous, because each time it will be a different piece of information.
