Inquiry on Experian report

I have an inquiry showing on my Experian report from when my sister opened a credit card account with Sams Club. Experian says that they will not investigate the matter and that I have to contact Sams Club to have the inquiry removed. Sams Club says that they will not do anything until the Experian notifies them of a dispute. Where do I go from there?
