judgement proof

I read about judgement proof, but if one wire transfer all the money to another country like Canada or Mexico, can the court here order the other country to wire the money back, I don't think so. Is this also a kind of judgement proof? Just my thought, please don't shout at me, thanks.

I think if the amount is in billion, the other country might agree, but in ten of thousand or even hundreds of thousand, I don't think the other country will give a rat a$$ about it or maybe even happy to treat the money as investment in their country. I always hear the news about corrupted government officer from other countries come to US with billions of corruption money and live happily and peacely here and even protected to be handover. So things are verse versa.
