Cal. does include business debts in IT'S FDCPA, however I am not sure if it will help you in this case.

If you signed an arbitration agreement on your application, you may be stuck, there is a LOT of court action going on on this subject, if you do a google search under the names in your subject heading you may find something that will help you, or at least a law firm in your area.
