What type of debt is it for?
What state are you in?
Are you within or out of SOL?

If you are within SOL, I would respond to it with a Validate/Dispute letter, sent certified RRR to the CA. Do NOT say that you are refusing to pay rather say that you are disputing their claim. You definitely want to do this if the account is unfamiliar to you. Remember that the burden of proof is on the CA, that's why you want to send the V/D letter. If you are "out of SOL", meaning the debt is legally uncollectable, send the CA a cease and desist letter telling them not to communicate with you again.
