You have misinterpreted the FCRA.
On accounts that were charged off by the original creditor prior to Dec. 1997, the 7 year reporting SOL commences with the charge-off date.

If it was charged off by the original creditor after Jan. 1998, the creditor was required to report to the CRA's your first date of delinquency prior to the charge-off.The CRA's must remove the account prior to 7 &1/2 years from that first delinquency date.

It is possible, that your ch13 "froze" the account and it was not charged off until some time after your dismissal.
